Medicare Advantage now covers one-third of all Medicare beneficiaries, slowly improving its penetration rate. MA plans will continue the same tactics to grapple with costs, such as adding drug deductibles. Zero-premium plans remain in every market but their numbers have dwindled and the zero premium usually comes with a cost-sharing tradeoff elsewhere in the plan benefits. Some state markets will see modest growth in MA carriers, while at least one market where MA penetration has lagged will see a departure of carriers.
