Tucson health systems are growing outside their traditional areas of operation, using different types of facilities to increase patient volume. Physicians and health systems are increasingly aligned despite a large volume of independent practices in the market, and ACOs have been a key way to improve integration. Insurers have been willing partners with some health systems, but most of the market's largest employers have stuck with traditional plan designs promoting choice rather than pivoting to value-based care.
