Florida's rollback of certificate-of-need laws will likely continue the construction boom in Tampa. BayCare, AdventHealth, and Moffitt Cancer Center are looking to add more care sites in Pasco County. This may allow each integrated delivery network to strengthen access points and position themselves as self-contained networks. BayCare Health rolled out a Medicare Advantage plan that gained enrollment. It is the only IDN offering a plan in the market. However, AdventHealth has a growing presence in Tampa and may follow BayCare’s integration strategy. In other areas of Florida, AdventHealth offers a direct-to-employer plan and has a stake in Health-First, an integrated health system with its own health plan. As IDNs rise in power, payers are working to regain influence through vertically integrated clinics and physician groups. UnitedHealth’s OptumCare grew in 2019 through the acquisition of DaVita Medical Group, and Florida Blue has plans to expand its Sanitas clinics, according to local news reports. Expect UnitedHealth to use the affiliations it has through its WellMed groups to expand its physician network and take more control over the cost of care.
