Utah's exchange enrollment remains stable. Six insurers will participate on the Utah exchange in 2021: BridgeSpan Health, Cigna, Molina, SelectHealth, University of Utah Health Plans, and newcomer Regence. Utah implemented a full Medicaid expansion starting January 2020, following a CMS setback of its Senate Bill 96. Utah's managed Medicaid ACO program is in full swing. As Utah businesses look to cut costs, self-insured enrollment is surging and is responsible for most of the off-exchange growth in overall commercial enrollment.
