New Jersey rolled out its state-based health insurance exchange for the plan year 2021. The state has a reinsurance program as well as an individual mandate since 2019. Horizon BCBS of New Jersey, the state's largest insurer, won an exclusive contract for the New Jersey active employees and retirees. Low- and no-premium Medicare Advantage plans continue to be the most popular choice among seniors in the state, but competition grows for 2021 with the addition of Braven Health Plan, which is a partnership of two health systems and Horizon BCBS. On the commercial insurance front, tiered-network plans have caught fire with individuals and employers. The state took measures to battle the COVID-19 pandemic; the COVID vaccine has been released into the market.
