Anthem and CareSource are again the two carriers offering individual health insurance plans on Kentucky's federally run health insurance exchange for 2021. Both have requested rate increases for 2021. In 2020, CareSource has requested an average premium rate decrease of 4.5 percent (down from the increase of 19 percent requested in 2019) and Anthem requested an average premium rate increase of 12 percent (up from the 4 percent increase requested in 2019). Enrollment within the commercial sector remains highly consolidated in Kentucky, with Anthem continuing to dominate. Humana still retains its hold on Kentucky's Medicare Advantage market.
