Molina's restructuring has led to entirely new corporate management, substantive changes in state-level plan management, and outsourcing of its IT, risk adjustment, and payment integrity functions. It has renewed Its focus on utilization management and documentation of acuity. It has a program of operational changes designed to increase membership, lower costs, and boost competitiveness. But Molina's membership has suffered from the loss of Medicaid recontracting bids and from membership attrition in its Medicare special needs plans.
