Health Care Service Corp. operates Blue Cross Blue Shield plans in Illinois, Montana, New Mexico, Oklahoma, and Texas. The company's five Blue Cross Blue Shield affiliates are the leading commercial insurers in their respective states. HCSC's main strength is in the commercial segment, but the company has more than doubled its 2017 Medicaid enrollment. It has been less successful in the Medicare Advantage segment.
