According to this latest research, although national HMO enrollment has been declining, several counties have experienced enrollment growth.

"As of July 1, 2003, the top two counties in the nation for HMO growth were Broward and Miami-Dade Counties, Florida," said Rich Hamer, director of InterStudy Publications. "In both counties, growth was due to increases in commercial HMO populations."
