The shift to self-insured plans is evidenced by membership data from the nation's largest plans. For example, according to data from HealthLeaders- InterStudy's Managed Market Surveyor-Rx, as of January 2008, fee-based health plans represent nearly 69 percent of Aetna's book of business, while risk- based health plans comprise about 31 percent.
