Because of dicey politics, America’s health insurance exchanges might never have a completely smooth open enrollment period. With the end of the individual mandate and continued pressures to undercut the law, 2019 open enrollment seemed as if it could be more volatile than any preceding year. However, early returns show markets could run more smoothly in 2019, with renewed competition in some states, stabilizing markets in others, and more palatable premium increases.
